Indiana Open Door Law

The Open Door Law, also known as Indiana Code 5-14-1.5-1, states that government agencies must hold official meetings of a majority of their governing body, such as council or board meetings, publicly.

Live Stream Requirement

Under Indiana Code IC 5-14-1.5-2.9, covered governing bodies must live stream their public meetings, record them, and archive the videos alongside meeting documents (agendas, minutes, and memoranda) for at least 90 days on a publicly accessible platform.

Live Stream Software

Although the statute requires no particular hardware or software for implementation, the Indiana Office of Technology (IOT) and the Indiana Department of Administration (IDOA) have created guidance for the State agencies on the technology they have chosen: Microsoft Teams Webinar and vBrick.

Live Stream Hardware

For municipal live streaming, prioritize reliability, accessibility, and automation. Essential hardware includes Pan-Tilt-Zoom (PTZ) cameras, an automatic audio-mixer, a robust hardware encoder, and a dedicated internet connection. Equipment requirements will scale based on meeting room size, chamber layout, and requirements for public access.
